MANTECH seeks an accomplished and driven Naval Air Systems Command (NAVAIR) Executive Director to join our team in Lexington Park, MD. This is an on-site position.
The Executive Director, Portfolio Manager (PfM) drives the comprehensive business strategy, growth, P&L, personnel management, and service delivery for the NAVAIR portfolio. This role encompasses full accountabilities for all aspects of service delivery across multiple programs, including guiding leadership teams. The PfM will formulate and implement a business strategy for the designated market, leveraging ManTech's full capabilities to achieve superior mission and business outcomes.
As the singular point of accountability, the PfM will effectively and efficiently utilize internal support functions. Business expansion is a key responsibility, achieved through developing a strong, qualified pipeline and securing new business and recompete proposals with business development support. The PfM will capitalize on existing contracts to generate significant on-contract growth throughout the portfolio. The PfM will also cultivate and maintain strong customer relationships within the market, ensuring active external visibility.
Responsibilities include but are not limited to:
Strategic Leadership & Accountability: Serve as the singular point of accountability for all strategic and operational aspects of the NAVAIR portfolio, formulating and executing a comprehensive business strategy for growth.
Market Presence & Growth: Establish and maintain a strong, visible presence within the NAVAIR community and among customer leadership to drive substantial portfolio growth through new business and on-contract expansion.
Sales & Pipeline Management: Cultivate a robust and highly qualified NAVAIR sales pipeline, actively contributing to broader Navy Segment "Go-to-Market" plans.
Delivery & Performance: Ensure successful delivery of all contract commitments, proactively managing issues to secure positive CPARS ratings.
Financial Oversight: Oversee comprehensive P&L management for the entire book of business.
Team Development: Provide strategic mentorship and targeted training to the NAVAIR portfolio team, focusing on elevating client engagement and solution delivery capabilities.
Advocacy & Collaboration: Effectively articulate and champion the NAVAIR portfolio, strategically leveraging all internal supporting functions, including business development.
Undertake business-critical travel, encompassing delivery, team building, and business development activities, up to 25% annually.
Proactively identify, develop, and implement efficiencies that enhance productivity and reduce overall contract costs for both the Government and ManTech
Minimum Qualifications:
Bachelor's degree in a technical field (e.g., Engineering, Computer Science, Information Technology, or a related discipline).
15+ years of U.S. Federal Government mission-focused experience in a Portfolio Manager or Program Manager setting, with a strong emphasis on the Navy and NAVAIR market, to include significant aviation experience.
5+ years of experience developing and leading strategic new business plans designed to cultivate strong client relationships by consistently delivering solutions that address key challenges, fostering new business, on-contract growth and recompete success.
Demonstrated experience managing P&Ls or budgets exceeding $20M annually.
Proven track record of winning new business in the Navy market
Experienced public speaker with a demonstrated history of active participation in Navy events.
Extensive experience developing and executing strategic business plans.
Exceptional written and verbal communication skills.
Demonstrated experience in leading leaders within complex organizations.
Preferred Qualifications:
10+ years of direct business and strategic leadership experience, with a focus on solution delivery and client engagement in the Federal sector, preferably with substantial aviation program involvement.
Decorated military experience, particularly in the Navy and NAVAIR communities
Master's Degree (preferably in a technical, business, or management discipline).
SCI Eligible (Top Secret/SCI eligibility preferred).
Formal training in advanced problem-solving, strategic client management, or equivalent business development methodologies.
Project Management Professional (PMP)® certification or ability to obtain certification
Clearance Requirements:
Must hold an active Top Secret clearance
Physical Requirements:
The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
The projected compensation range for this position is $165,900.00-$297,100.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
